Types of Committees


Special Select Committee

Select Committee other than a Sessional Committee-

(a) shall be drawn as a Special Select Committee;

(2) shall be appointed by order of the House which shall specify the terms of reference of the Committee;

(3) shall consist of such and so many Members as the House may nominate. 

The quorum of a Special Select Committee shall be such as shall be specified in the order of the House.

Oversight Committees

i.) The Economy and Production Committee, Human Resource and Social Development Committee and Infrastructure and Physical Development Committee 

These three oversight Committees are charged with the responsibility of:-

(1) examining policy documents and statements from Ministries and Government Agencies which have bearing on the subject matter of its terms of reference.

(2) examining legislative proposals which may have an effect on the subject matter of its terms of reference.

(3) receiving submissions from citizens and organizing meetings between citizens, community groups, sectoral organizations. Members of Parliament and representatives of Government agencies to facilitate exchange of views on the operations of government and their effect on communities and groups in the society.

(4) organizing meetings with relevant organizations in order to seek such information on their activities as the public interest may demand.

The Public Administration and Appropriations Committee

This Committee has the following responsibilities:

(1) examining budgetary expenditure of government agencies to ensure that expenditure is done in accordance with parliamentary approval .

(2) monitoring expenditure as it occurs and keeping Parliament informed of how the budget is being implemented.

(3) enquiring into the administration of government and determining hindrances to efficiency and making recommendations to Government for improvement of public administration.

The Internal and External Affairs Committee

This Committee is charged with the following responsibilities:

(1) examining all matters relating to the foreign policy of the Government and analysing the implications and likely effect thereof on Jamaica.

(2) examining treaties and other international agreements and advising Parliament on their likely impact on Jamaica.

(3) examining matters relating to national security and the administration of justice and making recommendations to the Parliament thereon.

Legislative Committees

In addition to the Standing oversight Committees and Sessional Select Committees (from both Houses) are appointed to examine and report on Bills. Through these Committees the public is afforded an input into the determination of legislation.
