IDB/ICT Project

In 1999/2000, the Government of Jamaica developed a strategy for the acceleration of the use of Information and Communications Technology (ICT) in both public and private sector entities. The implementation of this project seeks to increase productivity in the public/private sectors and to foster higher levels of economic growth and development. The project will provide resources to finance critical elements of the nation’s ICT development strategy.

The objectives of the project are to increase productivity, diversify exports, and create employment in order to accelerate economic and social development. The purpose is to increase ICT use in the public and private sectors through well-targeted intervention.

Proposed Project components:

  • Strengthening the Ministry of Commerce, Science and Technology.
  • Introduction of E-government (Government on-line) in key agencies to improve efficiency in the public sector.
  • Promoting e-exports to encourage economic diversification and to create employment.
  • Increasing community access to the Internet in low-income areas, thereby seeking to “bridge the digital divide”.
  • Augmenting human capital in ICT.

All project components require training and educational support geared towards people with different backgrounds, qualifications and demands. The community outreach component will support the establishment/improvement of 60 Community Access Points (CAPs) in marginal, mostly rural, locations that would ordinarily be passed over by commercial providers. Details of the related programmes and activities are outlined in the project document.
